Not a scam. It's merely a request for information as they noticed damage on vehicle not previously documented. Had two of these in the past 3 years (for rentals in Germany). Never heard back from them after replying to it.
In September I had the same thing after I swapped cars in DFW (low tire pressure). Apparently at some locations, Sixt wants to get more information about the damage so they can correctly document it.
ETA: I also take pictures at pickup and at various points throughout the rental period as well as at the return...just in case.
