Actually that is a great question- they are outside the EU but within the European Economic Area. Norway has to make huge contributions to the EU and is subject to many of its regulations (e.g. EU261) but has no elected representatives in the European parliament and no member of the council of ministers.

No idea how that affects VAT though...
