Based on a previous experience (several years ago) I would not count on being able to see anything by stepping out around 11:30 PM. The crowds go well beyond the hotel and you won't have access to any type of view. When we did it, we left the room around 8:00 PM and we stood with the crowd, not far from the hotel until the ball dropped. I'll never do it again, but glad we did it once Enjoy!
