Agreed, having actually WORKED there (admittedly, more than a decade ago) there were quite explicit instructions to offer flight changes which were not permitted by the fare rules.

(I don't know why QF don't advertise this, it would be a huge selling point for inbound INT pax to use QF rather than other carriers for connecting flights).
