I don't see why the AA agent at LHR couldn't print out the boarding pass for the PHX-MEX leg, unless it was due to some sort of local policy or unfamiliarity with requirements to travel between two foreign countries.

For the MEX-LAX flight, was it within 24 hours of departure?
