Problem here is that the line staff (and even the first few tiers of supervisors aren't trained to and don't understand cost-benefit analysis). BA does have the obligation of returning OP to LGW and that will be the cost of a bus ticket. Not that much, but a cash outlay and administrative cost vs. no functional cost when BA is already making other changes.
