Offloading priority for Delta & DC does place passengers and bags above all non-AOG/must ride cargo. Whether that priority list is followed is anyone's guess.
However, once a checked bag has failed to travel with the passenger, is the bag still given the normal checked bag priority or is it then considered like ordinary (not must ride) cargo that rides on a space/weight available basis? My recent experiences strongly suggest the latter.
