Before I saw the one true light and started using AOT, I did what was recommended here, and verified meter and destination in the queue. No issues with metering from that point, only with terrible driving.
Not sure how you can do that with the current system where you get a voucher stating a number where the car is parked and then walk to the car where the driver is waiting for you.
And it's certainly happened to me many times where the driver accepts the meter and then attempts to get a set fare accepted once in motion.
While I've had some extraordinary drivers there's a greater chance of getting a chameleon.
