As you don't say he refused to turn on the meter, so I guessing it's safe to assume he did comply.

At 1 am I'd be resigned to a journey with grumpy driver, and tipped accordingly. The thought of trudging back to go through the faff of the taxi rank again, and yet more (potential) arguments, would have played heavily on that decision
