APC at various airports is also available to US Visa Waiver Program country passport users with a prior history of using ESTA.

US Customs Border Patrol = US CBP or CBP, for short.

I've seen APC kiosks at most of the above listed airports. The one where I most frequently end up but don't see an APC in the processing hall? EWR, which comes as a surprise to some BA-flying customers. If flying AA-coded or BA-coded LHR-EWR, you'll want the customs declaration form hand-filled to hand in, unless you are eligible to use the Global Entry kiosks.

Not sure what the current situation is with APC kiosks at all the US and US CBP PreClearance airports that have them, but for at least a while most APC kiosks weren't applicable to US Visa Waiver Program users. But the objective has been pursued to expand the APC kiosk use to more and more visitors, first realized by application to Canadians too and then to VWP passport users.
