The FTC has declined to get involved as long as the property discloses the fees.
If the fees are disclosed and they bug you, vote with your feet and stay at a property which doesn't charge them. If you decide to accept the fee, well ---- you've decided to accept the fee.
If it's not disclosed, then there's an issue.
