PHX had the Pre-Check line closed two weeks ago when I was flying home to LAX. PDX does the pre-check line the right way IMO. The feeder line into the pre-check que is shared with regular passengers. Same with the baggage scanner. They only end up having 2-3 extra employees managing/sending people through the metal detector. I mean, sure it's nice to breeze through security with 7 people working the dedicated pre-check line. But I'm not sure it makes a lot of sense in terms of staffing levels if so few people are using it.
