Yes, what he said. What this does is to discourage flyers from buying the low-cost ticket, then hope to exchange it for free (or little more cost).
No. You won't be able to do this ahead of time. You probably won't be able to do this at the airport either, but is not totally impossible. IF you show up in person at the airport, IF the earlier flight is going to be full, IF the later flight even has seats, IF the earlier flight is delayed or cancels, IF you plead your case well, and IF find a sympathetic agent, then "maybe". Otherwise, be prepared to wait.
