Nope, for starters, it will take you 15 minutes the first time you get off at Tokyo station just to FIND the taxi queue. Plus the odds are 50-50 you will find the wrong one, leading to a longer trip. And if Google says it is only a 5 minute longer drive than from Shibuya, then I would stop using Google estimates in Tokyo. It just isn't true.
At Shibuya station, from where the N'Ex drops you off, to get to the nearest place you can hail a taxi take any exit going down, not up. Get off at street level. Done, sorted.
