IME, its the opposite - they don't load a child meal unless you specifically request for one.
you have to request the child meal in the gds, online, on the phone etc however if there is a date of birth visible (if the booking is directly with EK it is, however GDS' are sometimes a different story as you also can force the child fare etc) in the booking, it will automatically be loaded.
edit: this is what the system should do, but we all know the EK IT
