Technically, I don't think it belongs to the passenger in row 15. It's the equivalent of having an arm or leg sticking out into the aisle and complaining if crew bang into it.
Just looking at some pics and you're right never noticed that before (I'm a window seat guy). Surely it's more hassle squeezing through that gap and disturbing someones sleep than just going through the galley.
