Perhaps next time go up to 4th floor, no queues and usually plenty of drivers dropping off passengers who are eager not to ride back empty. After 11PM it may take a bit longer but will beat the 200-300 people waiting in the queue downstairs.
Tried that today, and indeed found a taxi on the 4th floor immediately without wait. The only problem was that he was out of gas, and we ended up waiting in line for 20 minutes at some taxi gas station.
