I would assume any DUB arrivals not coming in to A23/22 would have to be bussed to a door underneath those gates so they could exit via the DUB arrivals corridor. Those passengers could not be bussed to international arrivals entrance under the FCC or to domestic arrivals around the corner under A2.

A10 can't be used for domestic departures as none of the A10 sub gates has the necessary biometric equipment, so only A4 does bus gate domestic departures. I think In theory A4 could be used for an international bus gate departure but I don't know if it ever does - I suspect it is rare if at all.
There are now signs up in the bus areas to remind drivers which of the three places they need to take inbound passengers. And DUB does have its own doorwell upwards, not used often though.

For A4 outbound, my guess is that since the drivers there are right next to the domestic inbound they are keeping the area sterile, to use the USA term, by separating out the passengers, but other wise they could use it instead of A10. However A10 sometimes has 2 or 3 services and is rarely packed out. Some days it isn't used at all.
