There is an argument (and it isn't a perfect one for many reasons) that in Y people paying themselves really do base decisions on price and for business the passenger isn't the one paying and thus again decisions are based on price by those who are paying.
Which is fine if the decision is based on purpose. I pay all of my own fares and normally fly J SH and F LH. I look for a good price, but I don't even consider Y LH - simply not fit for my purpose.
You could argue that businesses with blanket lowest cost Y-only travel policies are actually placing price above suitability more than the Y passenger flying at their own expense, who probably wouldn't take a seriously inconvenient flight simply because it was the cheapest option.
