It's 7% of people who have an EMV card. Total revolving debt in the US is almost $1 trillion at any given time, so even a small percent of that is a huge amount of money, and a huge amount of processing fees at stake.
There are far more Americans who are irritated about how long their new chipped cards take to process than there are thankful that they can now easily make purchases in foreign countries.
