Unless staffing was at minimum crew for the A330 (and I don't believe it is), she should have been relieved of duty by the captain if the incompetent CLT management refused to do so. The behaviour detailed in the marshal's affidavit clearly indicates that she was a potential danger to herself and everyone else. And even though management and the captain failed by not removing her from the CLT-FRA leg, she should have been left behind in FRA. Germany has first-world mental health facilities that could have treated her.
It appears that the air marshals went out of their way to try to minimize her legal troubles, but she rebuffed their attempts to help her, and her violent episode at CLT finally caused her arrest.
