Never had an issue with a carry-on and a backpack on LOT (or any other flight actually) as long as
a) the carry-on was under the weight limit (e.g. 8kg/10kg depending on the airline)
b) the backpack was under the weight limit and reasonable small (e.g. for a 14" laptop)
