In Puerto Rico the x-ray inspection of checked baggage is for agricultural purposes, not aviation security. The same is true of the similar inspection required of mainland-bound passengers departing Hawaii.

It is significant to note that proof of citizenship is required to travel from the US Virgin Islands to Puerto Rico or the Mainland. These are also part of the United States, but are an "organized territory," not a commonwealth like PR.
