Pre-check most certainly does apply internationally if you are on a US carrier (or AC/WS).
Compliant sleeves are usually marketed as TSA-compliant because its a selling point.
To be frank, it is likely easier to pull the laptop out and send it through. Even with a compliant sleeve, if anything blocks the laptop, it will be pulled out and you will wait while it's run through on its own.
On the return flight, from outside of US, pre-check might help with special gate-security, but not the regular security. In my experience, many European airports require laptop out of sleeve, and tablet out of bag (although not out of the sleeves that are attached).
