Something that puzzles me about this are the places that force signature for cards without an offline PIN, yet go online to authorize the transaction itself?
Online PIN requires all sorts of encryption keys, which for a merchant in the UK, for example, is a waste of time and money given 99% of cards they'll see use offline PIN.
