Peninsula, to my knowledge, doesn't have a breakfast buffet.
Four Seasons, to my knowledge, doesn't have a breakfast buffet.
I went to Shangri La many years ago, was unimpressed, and never went back.
In hindsight, I did forget about Intercontinental Strings buffet. Courtyard Marriott Tokyo Station also warrants mention.
