Does Spirit or Frontier now let you use the overhead bin for small bags so you can have extra leg room?
I haven't flown those routes, but I don't think the routes matter with the policies.
As long as you can pass the boarding pass scan with the personal item, it doesn't matter if you wind up keeping that personal item under the seat or in the overhead bin. I've also stuffed my personal item (backpack) to the max with a bag within it, and then take out a bag within it once I'm in the aircraft and put that bag in the over head bin, while keeping my backpack underneath the seat.
