The Radisson SAS Alcron hotel in Prague is up a hill from Wenceslas square and was never even threatened by the floods - I read somewhere they housed some of the Four Seasons' guests during the worst of it. I've stayed at the hotel (before flood) and it is very nice. Art Deco with nicely renovated rooms. Very much a five star hotel.
