This hotel, for Amex FHR, has a list of rooms it will NOT upgrade you too. The Ocean Front room is not available as an upgrade.

I made this mistake on a stay in September when I booked a Deluxe Ocean View room

From the FHR letter, the rooms you can't upgrade too are: Oceanfront, Oceanfront Suite, Gold Ocean View, Gold Ocean View Suite, Presidential Suites

For POV to OV you're probably Ok.

At this hotel, the front desk is the weakest link - our friends without FHR checked in at 2pm and got a room. My FHR 'early checkin' got us our room at 3:15. They didn't seem to know anything much about FHR benefits. The Gold checkin is likely to not suck as much. I might pay extra just for this!

FHR is likely to have 4th night free here for April, but it's not available yet.

They did provide 2 small bottles of water a day, and the gift shop had water for not a lot of money. I didn't feel like I was overpaying for anything here.
