The transit hotels airside at SIN allow you to book a block of hours starting at any arrival time. Alternatively, the Crowne Plaza might have day rates that would work for you. There are a couple more hotels generally close to SIN, but IIRC they're not considered to be very good and it seems equivalent or better to pick a hotel in downtown Singapore that's convenient to the airport.
