I agree with what the others have said, I would pick the two CPs before the IC PL these days I've found them more open to decent upgrades and lounge access.

One that may be good to look at is the HI Bloomsbury. They have upgraded me on rewards nights and they have a full floor of Exec rooms - approximately 60 rooms on that floor IIRC.

Breakfast isn't free but if you get the voucher the night before you get it for £10 per person and also kids eat free at HI.

It's not the most modern of hotels, however it is a two minute walk to the British Museum and you can leave the hotel and be in Russel Sq tube station in under a minute.
