At Gatwick, I couldn't find anyplace to rent a phone but you could buy a prepaid phone for less than GBP 50 (forgot the exact price, could it have been a GBP 29 special?).
I didn't ask about using it outside of Britain.

Does Voicestream have phones usable in the US and Europe? I thought they did and the phone was under $100.
