As far as getting an inexpensive tri-band phone, I recommend Ebay. You can pick up a used tri-band Motorola P7389 (older model but works well with good battery life and decent size) for $50-$75. I also recommend getting prepaid cards wherever you travel. Ideally you'd want an AT&T worldconnect card for roaming (basically for use if you haven't had time to get a prepaid card yet, etc) and the prepaid SIMs for extensive use. Still, I would always carry a backup post-paid SIM just in case.
Also, the Worldconnect AT&T card IS NOT $1 roaming and $1 LD, it's $1/minute inclusive of roaming and LD.

AT&T Wireless WorldConnect service is just $7.99 a month, plus a $25 fee for the AT&T Wireless WorldConnect card. For added convenience your AT&T Wireless WorldConnect service calls will be billed to your regular AT&T Wireless account.
There are no per-call setup fees. Each call made or received while abroad is billed at a rate of 99˘ per minute — anytime of the day or night — plus applicable international long distance charges based on the International Zone you are in.
So the total per minute charge is:
