Neither of those sites provides historic METAR data. If you copy and past in to here the METAR reports for the airport concerned I can tell you what they say and whether fog appears to be a factor. You will need the METAR reports for the whole day not just the specific arrival time. BBC weather forecasts would be irrelevant for this issue btw.

EDIT: just to add that unless you have all the METAR reports from the day and can see that they did not show any fog I suggest you are wasting your time challenging what they have said to deny your EU261.
