Transport Canada legislation is being modernized and rewritten. This is likely the primary reason for AC bringing this up now.

Also, IIRC the sky marshal program was hastily implemented with little or no consultation from the airlines. The government did not give airlines proper time to develop and appropriate consultation responses.

Also the early days of the program started out small, but have since expanded in terms of scope and size.
