Last year I rented from Hertz (via Priceline, in fact) and had my companion added as an extra driver. They asked if she was wife, and I said no. If she was, they would have added her for free. So I guess Hertz could be on that list.
The answer to that other question though is YES, they need to be on the contract, show their license and sign something, at least that was true in the case of Hertz.
