Awards can be issued to another person just requires a call in since can't be done online. If a Diamond is staying, Diamond perks are given (club access / breakfast at least). Issuing the award in the Diamond's name (with Diamond number attached) is the clearest way to do it but listing the Diamond member's name (along with number) in the reservation works also but it's easier for the property to overlook especially for room blocking.
