Some people would regard the absence of wifi as highly productive, whether working or not! Just needs some creativity and a cached browser, you'd be surprised how many FT posts get written on un-wifi'd BA aircraft.
But yes, BA senior management are extremely concerned about this, it seems almost to be their prime issue at their customer facing events. Wifi should be rolled out through the fleet in 2017 and 2018, which may seem a bit late, but there's often a prize for being the second to implement these things. Trailblazing is all very well until it doesn't frankly work (remember in-air telephones?). See the IAG Capital Market Days thread for details.
