The only way I have been given a price for an upgrade on NH has been at the gate in NRT.
They made several phone calls and it took about 30 minutes for this, so get to the gate early.
I would at least try at the gate. Tell them you are 1k and give it a shot. There will more then likely be a charge as it is PE not E+.
