I rented it at FRA from Hertz. I had specifically requested a car for "Central Europe" (not the FSU), and when they tried to put me into a BMW, I went back upstairs and showed them that the car was not indicated for the countries where I was traveling. The agent told me to find another car, and I selected the Volvo S-80 from their inventory (actually nicer than a BMW 3-series or a Mercedes C-Class, IMHO).

The Volvo was an acceptable substitute according to the agent, and I drove it for two weeks "over there." Still not sure if that was a fluke. It was a brand-new Volvo, and the agents did not appear to be familiar with the car/ car type. But according to the web site and according to materials in the rental office, the FRA-station Hertz cars forbidden from Central Europe are BMWs, Mercedes, and IIRC, Porsches.
