I rented with Avis last year; picked up in Berlin, drove to Poland, Slovak Rep, Hungary, Czech Rep.

They require you to get special insurance and you have to tell them where you plan to go. Then they'll give you a piece of paper authorizing the car to be taken into those countries, otherwise they'll turn you around when you reach the Germany-Poland boarder.

We had a Toyota Avensis, which was about the nicest car they'd allow out of the country. Mercedes, etc., aren't allowed into Eastern Europe or Italy (high theft rate) with Avis.

It worked out to be pretty cheap, maybe $20 or so per day, including insurance.
