That's nonsense. If the room is for two and the original guest can't come, he's under no obligation to stop the second guest from coming as well.

How did the idea of "fraud" creep up in the first place? I'd check in as the second guest while mentioning that the person who made the reservation unfortunately won't be able to make it. The front desk clerk will then take my credit card details and do whatever he thinks is necessary to assure that the room will be paid for. I don't think calling the police to have me arrested for fraud will cross his mind.
