The MQD waiver should only apply for FO & GM. PM & DM must meet the MQD requirements.

These are arbitrary numbers, but something like this. It will bring much more exclusivity to the Medallion program, and it will help DL keep benefit costs low so that they can give more benefits to their even more valued customers.

I would prefer something like this instead of keeping the same qualification requirements, but taking away benefits.
Your model doesn't make sense. If every 40,000 MQM requires $5,000 in spend, the DM threshold for MQD should be $22,500. Also, the number of MQS between status should not be 50, 60, 30, 40. It should be 50, 50, 50, 50 or some increase like 50, 50, 60, 70.
