Hertz Germany did send me an amended return paperwork that has damage marked but my original does not. Also I have not seen an actual repair bill
If Hertz DE is able to pass the debt to US for collection - passing it to a collections agency doesn't mean you owe it , it means that the agency will try to collect - if it goes to court, then would need to show that there is juridstiction for the debt in the US and for the corut to accept that it is a valid debt
Whether you are on a DNR list or not with Hertz would not affect this
In Europe , the location doesn't have to show the actual repair details - the cost of the damage is owed whether repaired or not
