In Germany you can have two. You just need a justification for it, like a note from you employer that you have to travel to certain countries which don't get along with each other or that you have a lot of business travel and need a second passport in case one is at a consulat to get a visa while you have to travel.
employer letter or any kind of justification no longer necessary in most cases...
just a simple request saying that it's to facilitate travel usually will usually suffice.
