This is related to the fog back-light. The normal fog-lights may be switched on if the visibility is bad because of fog, snow or rain.

In reality you get problems if you switch the back-light on. Some Germans drive always at least on the Autobahn with fog-lights. Normally you wonīt be stoped by the Police for switched on front fog-lights, but itīs possible.
