As mentioned by PAX_fips and to clarify for others reading this.

The German law is that if visibility is reduced for any reason (such as fog) then you must have your (normal) lights on (not fog lights).

And visibility in fog must be less than 50m (~160 feet) before you turn on your fog lights. At the same time, then you must not drive in excess of 50 kph.
