I'm afraid you really have no-where to go on this - OA & A3 are legally separate companies so far as aviation is concerned, in that they hold individual AOCs. OA is not a member of *A, and the metal counts on Star, so there is definitely no credit due. Fortunately, as you identify, pretty much all OA flights are short so we're never talking about a loss of any significance.

This is not a unique situation within Star - SQ owns Silkair and LH owns Germanwings, and you can buy flights with SQ/LH numbers on those airlines, but they will not credit to anything other than KrisFlyer/Miles & More.
