FWIW, the MQMs can be claimed in the time period (about a day) between seeing the RDMs post to DL and receiving the email.
At least this worked for me when I tried out of curiosity (since I am still a GM anyway).
I did that both times this year
when they're available for claiming, the section of
My Delta that says "ELIGIBLE" and usually says "Pay with Miles" will sprout a new link that says something like "Claim Reserve MQMs" (I forget the wording, but it's really obvious)
