Any better luck breaking it up into two rentals: Chicago to Buffalo (or Rochester) and then Buffalo (or Rochester) to NYC?

For how many days do you want a car? Have you considered flying part of the way -- say, ORD or MDW to BUF? (You might find some cheap MDW-BUF fares on Southwest at southwest.com.)
